Deployment of regional airworthiness expert

From 30 July 2018 to 30 April 2019 the project deployed a long term expert to support South Asian/SARI CAAs and industry in the implementation of airworthiness legislation.

RSOO Feasibility Study

The project supported the South Asian states by developing the feasibility study which included the collection of data and information and analysis to determine if there is a potential for an effective enhanced regional mechanism for aviation safety oversight in South Asia.

SMS - Train the Trainer Course

25 February - 1 March 2019, Colombo, Sri Lanka

This course was designed to enable the participants to develop and deliver SMS training to all staff in the State aviation safety agencies and to provide the course trainers with the latest updates on SMS implementation and application based on Annex 19 edition 2 and ICAO SMM revision 4 (2018).

Environmental Scoping Study

December 2018

The project provided experts  to undertake a scoping study of South Asian states’ capabilities in order to identify potential needs in the area of environmental protection and climate change.

The study covered the following areas:

  • States’ Readiness to implement CORSIA

    • Schedule to implement CORSIA into domestic legislation.

    • Identification of, and engagement with, Aeroplane Operators attributed to the State.

    • MRV - Knowledge of CORSIA Package and capability (document management system) to review and approve Emissions Monitoring Plans by early 2019.

    • Ability to support accreditation of Verification Bodies (e.g. National Accreditation Board).

  • Status of aviation environmental mitigation measures

    • State Action Plans to reduce GHG emissions

    • Noise initiatives (e.g. Balanced Approach)

    • Local Air Quality initiatives

SARI Part 66/147 Seminar

2 to 4 December 2018,  Dhaka, Bangladesh

A 3 day training session conducted by a mix of SARI and EASA experts on SARI Part 66/147 Regulation was organised from 2 to 4 December 2018 in Dhaka, Bangladesh.

Accident and Incident Investigation Course

19 - 23 November 2018, Farnborough, United Kingdom

The intention of this training course was to impart practical knowledge and experience in orchestrating and conducting accident investigations. The syllabus addressed both regulatory and practical aspects of accident investigation, the latter being enhanced through access to AAIB facilities, including its laboratories and hangars.

Basic ANS inspectors and ANS safety oversight inspector course

22 - 30 October 2018, Paro, Bhutan

This seven-day course provided participants with an overall introduction to subjects concerning the concept of air navigation inspection and safety regulatory audits and reviews in accordance with regulations.

 

This course gave an overview of relevant rules and regulations on air navigation and air navigation safety and showed the way to monitor and oversight their implementation, including an overview of the processes and procedures used by a Civil Aviation Authority (CAA) to ensure that individuals, manufacturers, operators and service provider organisations comply with them. The course was carried out within the international context established by ICAO and EU.  The course also provided an approach to the EASA regulatory system.

Combined Aerodrome Inspector and Aerodrome Certification Course

08 - 17 October 2018, Paro, Bhutan

This course provided participants with an overall introduction to subjects concerning the concept of aerodrome inspection and aerodrome certification.

 

The course was a combination of how aerodromes, related safety rules, regulations and their implementation are monitored and overseen by a Civil Aviation Authority (CAA) on the one hand and, on the other hand, how the aerodrome certification is performed.

 

In both cases, the course provided an overview of the processes and procedures used by a CAA to ensure that individuals, operators and service provider organisations comply with and implement the relevant airport regulations, setting this work in the international framework established by ICAO and EU.

SMS and SSP Implementation training, including OJT for Principal Inspectors

26 September - 5 October 2018, Karachi, Pakistan

This classroom course was designed to reinforce the inspector’s knowledge and understanding on safety management (SSP and SMS) and how to evaluate an SMS using SMS assessment tools.

 

The ‘on the job training’ was used to reinforce the knowledge and understanding gained in the classroom and provide practical experience of assessing an SMS.

A 3 day training session conducted by a mix of SARI and EASA experts on SARI Part 145/M Regulation was organised from 10 to 12 September 2018.

07 -09 August 2018, Malé, Maldives

The SARI Part 66/147 Working Group meeting was held from 7 to 9 August 2018 to review the latest changes in EU Regulations and ED Decisions.

3 - 5 July 2018, Malé, Maldives

A training session conducted by a mix of SARI and EASA experts on SAFA Regulation was organised from 3 to 5 July 2018.

SARI Part 145/M SMS Seminar

19 - 21 June 2018, Colombo, Sri Lanka

A training session conducted by a mix of SARI and EASA experts on  SARI Part 145/M SMS was held from 19 to 21 June 2018 with the objective to better understand and interpret ICAO SMS guidance material and Doc 9859 and to add a more practical focus and guidance to the initial assessment and continuing monitoring of the implementation of SMS within AMO and CAMO.

Drones workshop

12 - 13 June 2018, Singapore

The purpose of this workshop was to consider how regulators can successfully address the upcoming challenges and opportunities provided by drones, and in particular it shared information on the approaches taken in Europe and Singapore.

Management Board Meeting

7 March 2018, Bangkok, Thailand

The Management Board of the EU-South Asia Aviation Partnership Project convened for its second meeting, hosted by the ICAO Asia and Pacific (APAC) Regional Office in Bangkok, Thailand on 7 March 2018. The project also sponsored the 12th Steering Committee Meeting of the South Asia Regional Initiative (SARI), held the previous day at the same venue. The meetings drew Directors-General and high-level delegations from seven South Asian states, together with representatives from ICAO APAC and COSCAP-SA, showcasing EASA’s endeavours to work collaboratively with other actors towards a common goal – to enhance safety in a region whose traffic forecasts are the highest in global aviation.

 

The objective of the Project Management Board meeting was to report and reflect on 2017 activities and to consult with the South Asian states on the Work Plan for 2018.

The SARI Part 21 Working Group meeting took place between 6 and 8 February 2018 in Kathmandu, Nepal. The purpose of the meeting was to review the latest changes in EU Regulations and ED Decisions and agree on the changes to be adopted by SARI Member States.

A 3 day training session conducted by a mix of SARI and EASA experts on SARI Part 66/147 Regulation was organised between 12 and 14 December 2017.

SARI OPS/FCL Roadshow

4 - 6 December  2017, Colombo, Sri Lanka

The SARI OPS / FCL Roadshows was intended to lay the foundations for work on SARI Parts for Operations and Flight Crew Licensing and lead to the establishment of a SARI working group to take the lead in their development.

 

The Roadshows brought together European and South Asian expertise in order to draw on practical experience gained and lessons learned through inceptive work already undertaken in the Maldives and Bhutan. This step represents the next phase in the development of harmonised SARI Parts for South Asia.

EASA International Cooperation Forum

19 - 20 October 2017, Cologne, Germany

The sixth EASA International Cooperation Forum took place to discuss common challenges and cutting-edge topics in aviation safety. 80 delegates from 40 authorities outside Europe, including 10 Regional Safety Oversight Organisations (RSOOs), attended from Africa, Asia, the Caribbean, Latin America, the Middle East and Oceania.

 

The EASA International Cooperation Forum is an exclusive conference for aviation authorities and regional organisations alike who have adopted or who are interested in EASA rules and the regional approach.

In particular, this year’s forum covers subjects such as regional cooperation, enhancing the regulatory approach, technical assistance, organisational challenges, drones and cybersecurity. It builds upon the experience gained since the first such event in 2008 and the excellent record of cooperation between EASA and its partners worldwide.

SARI Part 21 wrap-up

SARI Part 21 Working Group

The SARI Part 21 Working Group meeting took place between 3 and 5 May in Colombo, Sri Lanka. The purpose of the meeting was to review the latest changes in EU Regulations and ED Decisions and agree on the changes to be adopted by SARI Member States.

Management Board Meeting

24 March 2017, Ezulwini Swaziland

The 1st Project Management Board meeting took place on 24 March 2017 in Ezulwini, Swaziland alongside the Forum on Regional Safety Oversight Organisation (RSOO) for Global Aviation Safety.

 

The objective of the meeting was to inform the South Asian states of the project, provide steering and adopt the work plan.

SARI Steering Committe Meeting

8 February 2017, Bangkok, Thailand

The SARI Steering Committee meeting brought together participants from Bhutan, Nepal, Maldives, Sri Lanka, ICAO APRO, COSCAP-SA, EASA, Airbus, the EU-SA Project Director and the SARI Chairman & Vice Chairman. The meeting approved the 2017 SARI Work Plan, decided to move SARI from its current set-up to a more formal structure as a Regional Safety Oversight Organisation (RSOO), reviewed and finalised the SARI-EASA-COSCAP-SA Joint Activity Programme to be implemented by EASA. The EU - South Asia APP was presented and informally launched.

The meeting agreed to hold the EU - South Asia APP Management Board meeting alongside RSOO Forum, 22 - 24 March 2017, Ezulwini, Swaziland. 

SARI Part M Working Group

23 - 25 January 2017, Kathmandu, Nepal

A 2 day SARI Part M Working Group meeting was held in Kathmandu, Nepal to review the latest changes in EU Regulations and ED Decisions. The participants, coming from 6 states, identified and agreed on the changes needed to be introduced in SARI Regulations.
