EU-SA APP II - Accident and Incident Investigation in South Asia Workshop
This comprehensive 4-day workshop will allow South Asian states to enhance AIG capabilities, establish or consolidate independent AIG bodies, foster regional cooperation, and explore data-sharing strategies for improved aviation safety.
The EU-SA APP II project's AIG Initiative takes off with a regional workshop scheduled from 04 to 07 November 2024, in Sri Lanka. This 4-day workshop aims to enhance AIG capabilities among South Asian states through collaborative learning and engagement. Participants will be introduced to the EU-SA APP II support framework, share their individual work plans, and identify common challenges while exploring practical solutions, particularly for resource-constrained environments.
The workshop will also initiate discussions on establishing a regional data-sharing platform to improve aviation safety, foster cooperation among states, and lay the groundwork for a potential Regional Accident Investigation Organization (RAIO). By the end of the event, attendees will collaboratively draft a roadmap for AIG implementation, summarising key findings and actionable steps to strengthen AIG practices across the region.
Target participants include members from the Civil Aviation Authorities and Accident and Incident Investigation Bodies in South Asia.
Detailed Workshop Objectives

Familiarisation with AIG support mechanisms:

Introduce participants to the EU-SA APP II framework and its role in supporting AIG development across South Asia.

Sharing of state work plans and current AIG status:

Facilitate state presentations to allow countries to share their progress, challenges, and plans related to AIG, promoting peer learning and support.

Identifying common challenges and solutions:

Encourage open dialogue to identify common challenges faced by states in establishing independent AIG bodies and collaboratively explore potential solutions.

Building capacity in resource-constrained environments:

Discuss practical strategies for smaller or resource-constrained states to effectively implement AIG processes and structures, leveraging shared experiences and insights.

Exploring data sharing opportunities:

Initiate discussions on the potential for a regional data-sharing platform, emphasising the importance of sharing information from accidents and incidents to enhance safety while maintaining confidentiality.

Fostering regional cooperation:

Lay the groundwork for future cooperation among South Asian states regarding AIG practices, potentially leading to the establishment of a Regional Accident Investigation Organisation (RAIO).

Drafting a regional AIG roadmap:

Collaboratively develop a roadmap for AIG implementation in South Asia, outlining actionable steps and milestones for states to enhance their capabilities in accident and incident investigation.

Note: Each day will include breaks for networking, refreshments, and informal discussions. The agenda is subject to adjustments based on participant feedback and emerging topics of interest.
Throughout the four days, the workshop will aim to facilitate a comprehensive understanding of AIG best practices from both legal and technical perspectives, tailoring discussions to the specific needs and challenges of the South Asian region. This approach will foster collaboration in improving AIG practices on both the regulatory and operational sides, guided by the EU-SA APP II AIG expert, who is also from the South Asia region.
